Q: Can i use it indoors ?

This device is really not reliable. We have it set for the outside only. Multiple times it has gone off in the house and scared our dog to death. Not happy with this purchase at all

Q: does the collar have to be within line of sight of the base to work? if the house is between the dog and the base, will it work?

there is no base. the collar is the base you set a waypoint or center point on the collar the set the distance in increments of 1,,2,3 each increment is 33 feet. as long as you don't let the collar run our of power or turn it off it will keep that center point. they suggest you reset the center point every 4 or 5 days to adjust to satelite sway. It is very easy to set the point of course outside in your yard not inside any building. I am quite happy with our dogs collars.
