Drive internal depressurization, USB terminal does not need external epuipment to get voltage down,can use USB Cable to charge phone directly.

Protected? Not sure what you are asking. I use this for road bike lights. Unit is waterproof and controlled with positive discharge / use vis a button.

It's better to use at lease 4PC 18650 full charged batteries.
