It does work two ways.
If you drill the holes in stump and put in holes, it might decay it in about 3-years, not 3 or 4 weeks like bottle says. I've been down this road before, it's 3 or more years. What I failed to notice on the bottle was it says fill holes then ignite, I guess this stuff is flammable and it could help in burning out the stump.

Out time easy to use
On time and I have just finished adding the product to the stumps and waiting for the time to be done so that I can finish up taking the stumps out

Here was my (good) experience.
I had 4 stumps 6 inch diameter and 4 stumps 12 to 18 inch diameter. I didn't have a 1 inch drill bit so I used a 3/4 inch. On the smaller stumps I drilled 1 hole in the middle. On the larger ones I drilled 4 or 5 holes about half-way between the edge and the center of the stump. Filled holes half full of the Stump-Out granules and filled them with water. Waited 6 weeks.Went back, doused each stump with diesel fuel, lit them with a butane charcoal lighter. They burned until the diesel was used up, then they just smoked. I doused them all again with diesel, lit it. Again, the fuel burned up then there was just lots of smoke. At that point I was disappointed and left them alone for the day.Next morning I checked. All 4 small stumps were completely gone! Just a pile of ashes. I guess the smoking is some kind of slow burn until they are gone. The larger stumps are damaged but still there, so I drilled a few more holes in them and have ordered another bottle of Stump-Out to give them a second treatment. I'm optimistic that the second round will finish them off! An easy, inexpensive way of getting rid of the stumps without leaving a hole dug in yard.

Container NOT full for addtl application
This product seems to be working as it should, although I feel I could use a 2nd application on a couple of the smaller stumps. I felt it important to mention, that I purchased the 1lb container to use on smaller stumps. Before opening the container. I sat this container on my side table and noticed as the light shined thru the plastic container, that the 6 in tall container only stored approx 2 1/2 to 3 inches of powder. It does say it is enough for 1 lg 12” to 18” stump. So you may want to consider that if you need to reapply…there is definitely not enough powder in this one lb container for doing that. That made me question the cost vs the application/s possibly needed.

It Works!
I cut down a couple of huge ficus trees stumps flush with the ground, drilled a mess of interconnected holes, filled with this stuff, added water & forgot about them. Sometime later I was out at night with my black light & propane torch hunting scorpions. Spotted one on one of the stumps & incinerated the little critter. I didn't notice it, but I also lit the stump on fire, but sometime later Mom smelled the smoke. I waited a while & put the fire out with water. The next day I checked the stump & it was gone. ...and the major roots were charcoal! I waited a week & lit the other stump with the propane torch with similar results. Didn't use any kerosene, just the torch.Highly Recommended!

it works
it really works. I cut elms, then drill a hole in the center, put the liquid stump out in the hole, or cover it with the powder, put a baggy on top and watch it die back to the roots. Used it for huge trumpet vine, elm saplings, trumpet vine roots. Worked for me and have used it for years.

Didn't work
Used the whole amount on two bushes i cut down. Drilled holes in stump . Days went by no results.
