No MSDS when I bought this product. It is described as liquid PVC. It sets very quickly and it does have a very sharp odor. It is such a small volume I wasn't overly concerned.

Q: Has anyone used this on similarly painted wire shelves in a freezer?

I don't know any specified drying time. I let mine dry overnight. That was several years ago and it is still in good shape after having about 2 dishwasher cycles a day.
