Is this jacket truly waterproof?

I’ve never work it in a storm BUT i have work it out in the rain. It is really waterproof! I work outside at the airport and it worked. The only thing is I’ve washed it one too many times and the inside liner it’s kinda jacked now. I DO still wear it there aren’t any holes tears or rips. It’s also very good for wind! Also wear it while riding my motorcycle and its a great barrier

how do you hook the hood to keep it from blowing off?

Not certain what you mean by “hook” the hood. The hood is an integral part of the jacket and has a draw string to tighten it. Great visibility as well as secure.

Does the hood have an adjustable cord in the back, as well as in the front?
