Q: Will this still allow sunlight in? Like for house plants?

Yes, not a lot thou. It does cast pretty rainbows on the floor. But you can see in a night.

Q: my window is L 36 inches 24 inches width What size do I buy?

All I know is my window is 38 in. Wide and 28 in. Long and it fit perfectly!

Q: Can you se out of it from the inside?

This doesn't come with a knife or scissors. And it's not colorful until light hits it.
