Q: Will this absorb sound through a wall from a noisy neighbor?

The answer is no. You would probably need to erect a layer of drywall spaced away from your existing wall and filled with insulation. In my room the sound panels cut a bit of the high frequency sound from a busy road, but do almost nothing for low frequencies. (I need bass traps.)

I had to reposition one after I placed it on the wall and it came off easily without damage. This was immediately though so I'm not sure after they have been up for awhile.
