We put it over central heating pipes that were channeled into the floor, it's been ok.

Can i use for skim coat over a plywood for create a concrete style dining table?

I don't think it would feather as well as proper skim. It would tend to leave an edge such as water on a glass table if you get my drift ? If you're not too bothered by that then I cant see a problem
