Question 1

I would like a second battery pack to attach when the first one is completed. I ride on remote trails for extended periods at night. Where may I buy?

Don't forget you can also buy lithium cells and battery packs that come with something other than 18650 cells. For example, a pair of decent quality 21700 or 26650 lithium-ion cells in 2S1P configuration can provide a LOT more Ah than a pair (2S1P)...or even a quad (2S2P) of decent quality 18650 cells. A 21700 cell of the same chemistry can provide about 50% MORE POWER for ALMOST the same physical cell outside dimensions (18650 v 21700: 18 to 21 = just 3mm wider diameter, and 65 to 70 = just 5mm longer (the last 0 in the number means it's a cylinder)). In practical terms it means by using 21700's instead of 18650's, you can get either longer run-times per charge or the cell's lifespans can be increased due to lower stress on them in fewer discharge/recharge cycles. I recently purchased a pair of Samsung 21700 5,000mAh cells (REAL mAh value...not a fake marketing claim) for $26, already packaged as 2S1P (8.4V) with a battery protection circuit. Two of those packs in a 2S2P configuration would fit in one of these FLEXIBLE fabric battery bags with no problem, providing a REAL 10,000mAh battery pack. 
(NOTE: way too many companies make fake claims about the mAh capacity of the 18650 lithium-ion cells they sell. Any mAh claim over 3200mAh for a 1S1P configuration 18650 cell is in general VERY suspicious, and is certainly not going to be cheap. Similarly any 2S2P (4*18650) configuration 18650 8.4V pack claiming more than 6400mAh is just as suspicious). I recommend reading batteryuniversity website.

Question 2

I have just purchased this product and have two questions. 1) Is this 4000 Lumens? 2) How long does it take to full charge the battery?

I don't think it's 4000 lumens but it is plenty bright for fast night riding on a bicycle. It took 5 hours to fully charge for the first time.

Question 3

This light has an uncanny resemblance (both in looks and price) to the "OXY LED BL-15" light, is the performance the same?

Not sure about the OXY comparison. I've had mine about three months.  Definitely lives up to brightness claims.  On high setting it gets around 2 hours.  It has a flashing mode and three brightness settings.  The battery is a little awkward.  I put in in an empty water bottle and wrap the cord around top tube.  I just use it for commuting, so not sure where I'd put the battery if I needed both water bottles. The rubber bands which attach to handlebars are a weak point as I have already broken one and worry about them snapping as I ride.  Overall satisfied with the product.

Question 4

Battery pack - it holds 4 18650 batteries? Are 4 supplied? Can it work with just 1 or 2 batteries active?
