What is the lowest temperature these are recommended for?

It depends on how fast you are riding or how vigorous the activity right, couple that with, are you generally a warm blooded person or cold. For me, I am warm blooded and average about 18 to 20 mph on my morning rides of about 20 miles. It has been between 35 and 50 degrees and These gloves were perfect and affordable. They have silicone on the palm so you have a good grip. The fit is snug and easy to get off and on. They do have a short wrist collar, so they will go right under a long sleeve without bunching up. I leave them in the trunk and don’t really worry about getting an expensive pair stolen. I hope this is helpful.

I want to wear these gloves to bicycle and need to keep my hands warm in the wind and cold. Are they wind proof

I am not a bike rider, but I would say you might want some gloves specifically for bike riding. These keep your hands warm, but I have noticed when it is more windy they do not work as well. I would say that they are not very wind proof.

Worm in around 30 degrees

I got these for work as a mail carrier but they r not good quality for the kind of work I do but they keep my hands worm enough in around 30 degrees if it gets teen temperatures then hands get cold so i wear these under my work gloves because i like the finger touch to use on the scanner I use for work. If they come apart then i just saw them back up I have the small size in purple and blue

Brightly colored

The grip transfers cold right through it. I have Raynaud's so there is a possibility that factors in to why I feel they don't fully block the cold or wind but they are good enough for fall biking for me.
