Q: does it come with a computer program

Hi John, when I ordered this kit, there was a URL provided for a very simple program that allowed the design / creation of ids. I used it a couple of times and it suited my very basic needs. I'll have a look and see if I can find that URL and update my answer.

Q: Is it able to print novelty state IDs

Also it doesn't print them, it just laminates them you print them on the paper, put them in a butterfly sleeve, and run it through the laminator.
