Can I mount this heater in the top of my existing towel radiator? That way, I don't need to alter the plumbing on the bottom where the valves are.

If you have valves, that suggests that you are connected to a system. I used the element for a towel rail that was independent of any other system. The reason for connecting at the bottom is less unsightly cable and the electrical supply would normally be at the bottom.

Is this suitable for a dual source towel rail appox 900 x 450? I need to replace my current heater element which went 'pop' a few months ago.

I used it to replace an element in a radiator that is on the central heating system but uses the element in summer. I assume that’s what you mean by dual source..? My rail is 1200 x 600 and it works perfectly for that. You might be able to get away with a smaller wattage.

The fluid in the radiator appears dirty and black, do I need to change it? If so where do I get the correct solution from?

Hi .in answer to your question fill with water plus a corrosive inhibitor which you get from any good DIY store. Do not fill to the top as you need to allow for expansion of the fluid when hot.

One description says it can be mounted horizontally or vertically, but the diagram says for vertical installation only. I need to mount it horizontal
