for this wine kit does it only make 15 gallons of wine a can you make more after you make the 15 gallons so can I use it multiple times

The kit includes enough consumable ingredients to make 15 gallons. The hardware can be re-used to make as many batches as you'd like.

Can this kit be used to make rhubarb wine and lilac wine? Can this kit be used to make mead?

This kit seems like it can be used to make any kind of wine or mead! It does include recipes for rhubarb wine and mead. I am not sure if the process for mead is different so you may need to look up directions, but it should work.
