Will they pass thru TSA security so they can stay on my carry-on?

Yes, it can be scanned/x-ray and left on the carry on. I usually unhook mine and put it in a bin/basket so it does not get caught or hang up on the moving belt as it passes through TSA security scanning.

Where are the instructions?

You don’t need instructions. Unbuckle the strap and insert one end under a handle and then rebuckle. U-hook is then usable.

How much weight can the hook hold?

I am a flight attendant so i pretty much packs a nice bit of food in my lunchbag and use the j hook for my lunch bag
