Not sure what is the difference in USB-C ports on Dell XPS13 9310 and LG Gram 17 (2023) laptops but pass trough charging works perfectly on LG and it does not work on Dell. With that limitation in mind, it is a perfect usb-C port expander. Note that for the power to be delivered to USB-C data "in-out" ports , the cable needs to be plugged in a computer. It would be nice if one of the two "in-out" ports was a USB-A female type; I added an inexpensive adapter. Now I have a universal cable to carry around.

I ordered this (set of 3) hoping I could charge my laptop (Dell Latitude 9430) while using the usb-c charging port for other things as well. In short, the charging capability did not work for my laptop nor for my Samsung Galaxy S22 Ultra.I plugged my laptop power cable into the charging port (marked with the thunderbolt) of this splitter and then plugged the male end into the charging port of my laptop and the laptop did not charge. I plugged my mouse into one of the other ports that it did not work either. When I unplugged the power from the thunderbolt port, the mouse started working.I then tested it with my Samsung Galaxy S22 Ultra the same way. I plugged the phones power cable into the thunderbolt port then the male plug into the phone. The phone did not charge. Then I plugged a headset into one of the other ports and the headset worked, but no charging.So I would have been better off purchasing a simple splitter for less money that did not advertise charging support.

The adapter provides a viable connection but I can’t use it for charging my devices. I’m going to return it ASAP.

It's not USB-C cable (doesn't work with USB-C devices), it's not hub, it's, may be, something for charging
