Q: How long does it take to be hard enough for taking the mold off?

In general, you should be able to remove the mold from the plaster in 20-30 minutes. My experiences is with small, shallow casting between 1/2 to 1 inch thick. The casting will remain wet for up to 24 hours, depending on room temperature, so be gentle in removing the mold.

Q: Can this be used for making molds for pouring porcelain? The molds would be placed in a kiln and fired at a high temperature for the porcelain to cure

I don't see why not? I made bats to dry out my recycled clay, so I haven't put them in the kiln, but it's just regular plaster used in ceramics as far as I can tell. You might want to test one before you commit to putting your work at risk. You could also buy plaster from a clay vendor whom you can ask to make sure it is kiln-worthy.
