Yes, I believe it is. It is a light oil free moisturiser with salicylic acid.

Can this be used on sensitive skin and does it sink into the skin?

I found it sinks into the skin well. It doesnt leave you feeling greasy and layers of makeup ect can be easily applied on top. I've used it during pregnancy where my skin has been a bit more sensitive but normally my skin isnt sensitive so I'm unsure really but it seems mild and for the price it's a bargain and worth a shot
