It will work great as long as you use a sealer afterwards. I always spray a coat on everything to protect the paint

I'm not sure if there is a paint like the one you describe in existence, but I can tell you that this particular paint would not be appropriate for that use.

Is it flammable, meaning can you use it around heat sources like lightbulbs?

I paint with three lights around my easel. No problems

Will this work on fabric, like a rough vinyl? If so, is it able to be washed off with a sponge to keep clean?

I don't think this paint would be appropriate for use on any fabrics. I can tell you for sure, however, that this paint is permanent on anything it comes in contact with. When I used it I got some on my pants, shoes, and floor. Unfortunately for me, those little paint spots are with me forever now. Hope this helps!
