What is the hardness of this steel on the Rockwell scale?

The rods are made of alloy steel with an HRC 65 +/- 1.5 hardness and then hard-chrome plated with a surface hardness of HV940. (got this information from the seller)

Can this steel be used for Damascus knives?

Even my husband didn’t know. He knew all about Damascus steel and how it held its edge forever. He doesn’t know if this would work. It sure works on our lesser grade knives.
