60s is enough for a nail lamp of that wattage. Normally, 30s would do.

How to make the colors more pigmented like the pictures? They are too sheer on a nude basecoat and don't show color on black.

Yes they are very sheer. You could try 3-4 coats of color. Or try a pale sheer pink/ peach underneath then 2 coats of cats eye color

Must you use a LED lamp for it to work?

Yes you need a LED/UV lamp to set the gel polish. The cat eye effects is set by using the special wand that is included in the kit
