Yes just drill a pilot hole and use metal screw

I believe the included plastic anchors required a 1/4" bit. However, you may not need it if you are attaching directly to wood. You may also want to use a different anchor depending on the wall you are attaching this to. I wouldn't trust the included anchors on drywall given how much tension is on it when loaded up with clothes.

The housing is made of plastic.

Q: Can you paint this to match the wall color?

If you choose to, make sure it is a paint that can be used on plastics. In my opinion, the white color of this clothesline is nice and should match any neutral/beige color.
