Both. It has reflective strips on a hi-vis yellow background.

Q: How do you charge them up?

There's nothing to charge, they're reflective. They reflect on coming light brightly so your easier to see in dark area's or at night.

Q: Can I fasten two of these end to end to add reflection to my Great Dane's neck (not to replace her collar)?

I don't see why not, it's possible so do it. Great idea by the way.

Q: What's the material of the bands?

The outer side of the wrist band is reflective material & the bottom side is a material for cushion. Between to two layer is a flexible medial bar. They all are encased in a thick clear plastic sleeve.
