Are the instructions in English?

When you see Poppin Cookin written in English on the package then yes. So pay attention for that. Ive never done this but from what I understand if you get the ones without English theres a QR code you can scan to get them in English. If you want a sure thing just look for the Poppin Cookin in English.

Is it really fish? Or candy that looks like fish?

NOT fish. These kits are all candy/starch that is colored and molded to look like sushi, ice cream cones, donuts etc. It’s fun and a bit meticulous so younger kids will need a hand.

Is there dairy in any of these packs?

At least the hamburger one has nonfat dry milk, fermented milk, lactose, etc.
