Q: Does the car have to have the console box for this to work? I have an open area with the hand brake and cup holders. Can it be attached to the brake?

It could just wrap around the headrest but the bottom will be a little lose because it attaches to the console top. It was good for 2 weeks but it eventually tore. I tried to fix the strap it would not stay attached to the head rest area and just threw it away.

Q: Does this cover the rear ax controls on the back of the middle console?

It should not interfere with the controls if you have the straps on the net adjusted to keep the net higher.
