No. Blue cross lines respectively represent (+DC) and (-GROUND), The red and black lines represent the motor.

I only have 1 ground. Can i attach both blue grounds to one going to my vehicle?

You only need 1 ground. 1 to battery or frame, the other goes to the load.

Is light always on, or only when switch is operated?

I am using the switch to control 12v linear actuators and once I connect the power supply to the switch, the light is on.
