Is this suitable for speeding up the composting of dog poo in a dog poo composter?

It is not suitable for that purpose, should be leaves and plant material. Try Google or dog owner sites for that purpose.

Has anyone used this to help compost just leaves (Beech leaves)?

Yes. Used in a purpose built large wooden compost bins filled with machine shredded pivet and beech cuttings from hedge cuttings in the autumn. Admittedly, a bit dry and twiggy. I probably added rotten apples from the orchard too and left for a year, with a bin rota system for the following year's hedge cuttings. Produced good compost which I mixed with wet leaves from DIY wire leaf bins and top soil to produce mulch for beneath beech hedges.
