Does it come with syrup?

No just the machine. I used kool aid favors. 1 packet 2 cups sugar 1 cup water. Dissolve the syrup in water over heat add kool aid cool completely before using. It's cheap and delicious. I bought on Amazon a pack of 12 condiment bottles clear and wrote the flavor on them.

How big is this item ?

Hi Diana! It's about 14 inches tall and at it's widest, 10 1/2 inches.

It says child safe, but what age is it appropriate for? Does the blade turn on only when the top is locked in place?

I only let my 5 yr old help me turn the top to start the ice shaving and drop ice cubes in the shoot. The blade turns on when the top is securely in place and you twist it it correctly. I also let my child scoop the shaved ice after I've unplugged the machine. Hope that helps.
