Terrible smell. Too strong!

2 x 180 ml instead of 400 ml
Time tested cosmetic. Highly recommended. But was sent 180 x 2 bottles instead of a single 400 ml bottle. This is not a fair practice on part of the seller. The customer got 40 ml less. Who will compensate for it?
