is thermal paste included?

Lies. Mine did NOT come with thermal paste. Only reason I bought this combo was cuz it included everything !

wraith spire with LED?

As others mentioned, the 1700 comes with an LED-lit Wraith Spire cooler. To be more clear, this product's description says it comes with a Wraith Spire cooler. This product DOES come with a Wraith Spire cooler, but this one does not have LEDs like the Wraith Spire that comes with the 1700.

Is this processor overclockable

I have the included cooler and have been running 3.7 on all 6 cores for over a year with no problems in heat whatsoever. Just set your multiplier to 37 in the bios and that's it. Tech Deals on Youtube is who convinced me to do this. This is a link directly to the part about overclocking this CPU. https://www.youtube.com/watch?v=-30Ab4l2apc&t=1294s

Does anyone know if the ryzen 1600 will bottleneck a gtx 960 4gb?

No. If anything the 960 will bottle neck the cpu.
