Will this tell me what I need to set my water softener at?

No. It should tell you what the hardness rating of the water is on the 3 scales shown on the colour chart. Hopefully the instructions for your water softener will have a list of settings based on one of the scales.

Does this strip test for fluoride level? Or is water hardness something completely different?

No it doesn't test fluoride levels. Water hardness is how the water affects furring up of kettles etc. The colour the strip turns out indicates how hard the water is. You then relate that to settings for a water softener or filter.
