Whats the difference in this model and the 13000eh model?

This 12000wh has a CO sensor for carbon dioxide shut off if it was being run in confined area to prevent co poisoning, The 13000eh does not have this protection. Also has 18hp motor vs 20hp, and as seller mentioned the 13000 probably has more torque as well. I'm running outside in a well ventilated area, so I'll choose more power and less co sensor to malfunction. If you're in a state, maybe CA which requires a CO sensor for where you want to use it, I'd get the 12000eh.

Will it run a 16 seer ac unit on natural gas

Yes. I run my 1900 sq ft with 4 ton 16 seer heat pump as well as my 900 sq ft shop with a mini plit. I do have to load shed by turning off hot water heater.

I am thinking of buying this for emergencies, but how many dbs on the exhaust?

If you want a quiet generator buy an Inverter generator.
