Clarify the width, depth and height. Is the height 14"? Need to measure for the bike before purchasing

14 is the width across the handlebars. I think 10 is the depth (handlebars to tire) of the basket.

Is this basket waterproof?

No. Made of wood. We took it in after riding to prevent damage.

Is this a sturdy basket with a wire rack under or should I spend and extra 20 for a better quality?

It doesn't have wire. It's wicker all over with a board inside in the bottom. I love mine! But I don't carry super heavy things in it. Just leisurely bike ride things like water, phone, keys.

What bicycle basket for a dog? She is 9.5 Lbs.

Bottom is narrow but she might fit. My yorkie did but she was only 6 lbs
