Can I put whole tea leaves in this?

Quick Google search showed tea leaves vary in brew temp from around 170-212F. Even around 170F that's a high temp for milk so I doubt this would be a good machine for use with tea leaves.

Can you use it for just heating milk without making foam?

The latte disc (included) doesn't really make much (if any) foam. It stirs the milk while it's heating which results in evenly heated milk. I use it for this purpose often and am very happy with it.

Is the 'pitcher" stainless steel or aluminum?

I went to the Breville website for this answer and it was easy to find. It is stainless steel.

what is the maximum capacity for frothing milk?

It takes 3 cups of liquid to reach the Maximum fill line. Which is a lot considering most people wouldn't put 1 full cup of milk in to just one cup of coffee. For one cup I fill to the Minimum fill line, and it gives me enough milk for 2, 10 oz. cups of coffee.
