Not soft baked but my dog likes the flavor and begs for them
After reading other reviews I agree that for a dog with few teeth these are way too hard. The suggestion to wrap in wet paper towels helps a lot. The center gets soft so you pull away the pieces and give your dog them on your finger or on the floor. My dog has kidney disease and finding a treat to give her a break from her special food has been impossible. This seems to be the only one that can be used with special urinary dog food. expensive but worth it.

Our dog with mild Kidney disease loves these - a great treat for KD dogs.
This is the only dog treats for dogs with kidney disease that we have found that work, that our dog loves, and is worthy of the term "treat." These are excellent. The fact that they are soft is a huge help, you can't break them into smaller sizes as appropriate, and they are easy for dogs to chew and very appetizing for them. Hills is a great brand and produces good products. Only thing to beware of is this are high calorie so like one a day, broken up into pieces, if a good portion to plan on. These aren't the type of treats that you give several to a dog each day, they'll get fat. But we highly recommend, do not bother with other kidney disease dog treats, we have tried many and almost all of the others fail and dogs want nothing to do with them, Hills soft baked treats are by far the best.

The these are not SOFT and the term "soft baked is misleading"
The word "soft" shouldn't be anywhere on the package. They are hard as a rock and even very difficult to cut up with a knife. Probably ok for dogs that have all their teeth.I found these after searching for soft treats for my elderly Chi who has no teeth and was just diagnosed with early stage kidney disease. These sounded promising for all I have been looking for, and the price wasn't astronomical. I wish they had worked.

My dog likes them!
My dog with kidney disease is supposed to be on a prescription kidney diet, but she doesn't really like it. She's always liked treats though, but there are even less healthy treat options for her condition then there are diets. I was excited to find these, especially because they are soft and she has dental issues too. My vet had to ok them, which was annoying, and meant they didn't ship right away, but I am really happy that my dog is eating them. They don't look very appetizing, and they aren't super soft, so they are a little difficult to break into smaller pieces, but as long as she likes them, I will buy them.

Get very hard over time
These are great when their soft. My dog is under 5 pounds so the recommended dose is half a cookie per day. They get hard as rocks before we have a chance to finish the bag.
