What is the grey credit card sized metal plate with the two holes in it, alongside the iron shown in the photo ?

It's a stand for the soldering iron. The slot in the iron ( yellow section of the handle) at the soldering tip end fits into the groove of V shape of the plate. You bend the plate to suit the way the iron fits in the grooved. The holes are for screws with which you secure the plate to a bench or table top.

is this suitable for silver jump rings please?

No, this will not generate the heat needed to solder silver jump rings.

They come with a small metal pop out stand, not as substantial as the Antex spring stand with sponge base though.
