I wouldn't imagine that it would work based on the thickness of the rope

Q: Can I use this on an angle?

The hanging hardware that comes with it is made for a specific type of desk, and I have no clue what type that is. I can't use it with a thick corner desk, so I'm assuming it will be difficult to use on an angle. However, if your desk is open all the way around like the one shown in the picture, then you should be able to hang it however you want. Good luck!
