It might have helped if the illustration showed the other side of the track. There is a break in both rails. With a switch it is possible to send a locomotive beyond the break, and then turn the switch off, isolating that part of the track. The rest of the track could then be used with another locomotive. It is often used in a siding to accomodate more than 1 locomotive.

Useful way to isolate track

Used to isolate a section of track but you need the on off switch fitted to do this. Picture not quite the same as the real thing. Only nag is the connection points stick out a little too much and make it tricky to conceal.
