Is the spare tire included or just the tray to hold a spare tire?

The tire and tray are both options. The tray does not hold the tire but is rather intended as a cooler holder. So you can order neither or both, or only one.

Could this be towed by a motorcycle?

A motorcycle with a V6 engine would have no problem. Anything with less power, no!

Does it include a rear hitch receiver for a rear bike rack some photos show it some don't

Mine doesn't have a rear hitch, wasn't an option when I purchased. Should contact manufacturer.
