What is the distance from the floor to the butt of the seat at the lowest setting?

Honestly, I am not 100% sure but my daughter is about 26 inches tall and she walks good at the highest setting. She loves it and it is very easy to maneuver. My guess is that it is less than 1 foot at lowest setting

With the baby sitting in it, it is 6 inches. With it positioned high, it is 9 inches.

Does the walker fold up?

Yeah, it folds down and you can slide it right under your bed if your bed's high enough.

Is there a maximum height requirement for the baby?

I do not believe so. If your child is too tall they will still sit safely in the seat or will stand this learning to balance. My daughter is 10 months and loves this seat. She also is in the 80th percentile in height.
