i am 5'1" with 15 waist measurement. What size and where does the ankle length actually fall?

I’m 5” and wear size 12 in pants, I prefer skirts a little above my ankle not dragging on the floor since I’m short, what’s the best length to get?

If the skirt is a little long, can you just fold over the waistband (If wearing a long top)? Or will it not stay folded?
