On mine, there are no specific steps. There is a knob to turn to achieve whatever voltage you need down to 1/10 volt

Q: Can this be used to charge a Bluetooth speaker?

That's one of the things that I do with mine, Jack. I use it to charge smaller electronics including a Fugoo XL Bluetooth speaker.

Q: can you split the DC side to two wires, one positive and one negative?

Hmmm... I'm not sure I understand the question. The output is a 5.5mm x 2.1mm barrel connector with the center terminal positive and the outer sleeve negative. I don't know how how you'd have DC or AC current without two wires from the source.

Absolutely not. The maximum voltage output is 24v, maximum current is 36w.
