It's meant to remove warmth, so imagine you are removing the warmth in a photograph in your phones camera application. If you keep removing warmth, all the colors will start getting cool, bluish, even grayish. That's what this does. So the result will not be making your blonde highlights lighter in anyway, on the contrary, they may seem just a little darker and won't be sunny; they'll be more beige.

You dont have to use both IMO, I started with only the conditioner, I was using Aveeno blackberry & quinoa shampoo(which I've been using) with it & I did notice a difference, less brassiness for sure.
