Can each arm be extended independently?

No they can't. There's only fine adjustment which is just a few millimetres.

Would this work in the top part of a freezer?

We have had three of these shelves in our kitchen and utility room for about 6 months, so far they have been no problem and have stayed in place. They are a bit of a faff to fit, as they rely on pressure applied by the two locking nuts to hold the shelf to the cupboard inner wall. They do not use suctions pads. With regard to using them in a freezer, not sure how they would react to cold temperatures, plus if the inside of the freezer is made of plastic you might well deform the inner walls when tightening the locking nuts.
