My take - plant the seeds now in a pot/in a pot and for best results, start transplants from the pots/start transplants from the pot at 70-95°F 6-8 weeks before last frost. if you are uncertain - consult your local nursery and/or the company that produces the seeds - do the research.

Can you grow this indoors?

I don't know about these seeds, but I have been growing Shishito peppers in my Aerogarden indoors for years. They are prolific producers (I get maybe 20 peppers per plant every few weeks) and long-lived plants (my current plants have been going 411 days!). The key to a good crop is buzzing the flowers every couple days so they pollinate. I use an electric toothbrush.
