Does this toothpaste contain fluoride or glycerine?

No fluoride but has Glycerine...

When my tube arrived, it was not safety sealed in any way. Not even a piece of foil over the tip. Is that normal?

Yes. The tube has only it's cap as covering. There is no other foil present.
