I haven't tried, but I doubt it. I find the higher the inlet water pressure the better it works.

Can this suck water out of a barrel does it come with suction hose and does it have a detergent hose

Yes it does come with a detergent hose but I have not used if. No, it requires a positive pressure on the inlet hose to work well.
