Carbide bits are suitable for heat treated high carbon steel and hardened steel.

Can these drill through cheddar or provolone without breaking?

Keep the speed very low or you risk burning the medium. You can go as low as 1RMM or even less. Or just chuck up a pit and poke at 0RPM. It works surprisingly well! If you wish to minimize the likelihood of burning, use a full-fat cheese for extra lubrication. Avoid drilling Swiss cheese if possible. The Swiss have used a clever proprietary blind hole drilling process during the manufacturing of their cheese and those pre-drilled holes definitely cause the bit to wander off course if the cheese is subsequently drilled outside of the factory setting. I learned that the hard way. Getting back to your original question, if you drill perpendicular to the face and slowly, you should be ok. I haven't tried it any other way tho, to be honest. By the nature of your question, I presume you are in Wisconsin. Go Packers!

Why do drill bits sometimes break when drilling?

1. Poor quality of bit. 
2. Too much pressure on the drill and it either heats up and snaps or the point grabs and the bit twists and breaks. 
3. Not going straight through and pushing sidewise on the bit.
