is the mouse included in this set?

Yes, Colby the mouse is included in this set.

will the mouse work without cheese?

Yes, the mouse will work on his own.

My daughter will be 3 soon. Is this an appropriate gift for her age or is it too advanced for her?

At about 60 dollars, I'd buy something more age appropriate. My 4 1/2 year old daughter liked it, but had to be guided very much. If I had to buy it, I'd wait until she was a bit older.

I notice most pictures have the maze set on carpet. Would it work as well on carpet?

I hadn't tried it on carpet but I would think itd work just as fine as long as the carpet isn't super long. You can use the mouse just on the hardwood floor itself or a table top too. You don't have to use the maze board. I just didn't want to get any hair wrapped up in the wheels by using hit on the floor
