Is this platen protector padded?

No. If it was padded the heat would not go through well

Is there any reason you couldn’t use the upper platen cover on the lower? The lower is currently out of stock but I don’t want to buy another brand.

They are the same. You can use them on top or bottom thats what i am doing.
