what can i use to seal and harden mdf ?

If it is porous and wood based than yes. If the MDF board is still full of resin I would say no.

Is this a water based product?

It is not water based. It is acetone and methanol based. It is a great product but use with care. I highly recommend it as it does exactly what it says it does. No false advertising here.
